Biography

Rebecca Cunningham is an experienced policy and strategy professional specializing in government relations, stakeholder engagement, and strategic communications. She has advised organizations across industries including pharmaceuticals, healthcare, technology, food and beverage, and financial services. At Penta, Rebecca leads high-impact initiatives to help clients engage effectively with federal and state policymakers and achieve their policy objectives. She also manages projects within the larger syndicated research division, develops new products, and leads research engagements across a range of topics and markets.


Prior to joining Penta, Rebecca advised companies on their policy brand at Ballast Research and analyzed the impact of geopolitical shifts on corporate engagement at Luminae Group. She also worked in Colorado in the Office of Governor John Hickenlooper during the end of his administration, helping facilitate a successful transition.


Rebecca holds a Bachelor of Arts with Honors in History and Political Science from the University of Chicago, where she was awarded the PRISM Grant for international research.


In her spare time, Rebecca plays rugby, serving as the President of the D.C. Revolution Rugby Club and enjoys cooking, reading, and exploring Washington, D.C.
